During runtime you can change the dynamic parameters. A common use case is that you have many operators in a design and you need to change the same parameters e.g. the image dimensions for many different operators in the design.
In the library Parameters, you can access different operators in a design by
controlling only one parameter and/or to display the parameter on a specific
hierarchy level for easier parameter configuration during runtime. Whether the
library Parameters is available for you depends on the license you have
